There was an arena for it, but it seems to be gone now.

U cannot change your in game handle.  All u can do is change the case of the letters, by typing  .changeid (handle)      (handle)=your handle but with differing case.

If you must change your ingame handle contact Yankee at HTC, she maybe able to set you up with a new one.  Your only other option is to cancel your account and start a new one.
