Which files and folders to I need to move to a new computer to keep my old Aces High settings? Most importantly, I want to retain the stick and throttle settings in the new computer.

Settings folder (contains the ingame settings)
- jsm files: stick setup/scaling
- video8.cfg: video/graphics settings (depending on the new computer, you need to change those anyway)
- hps files: head positions (one file for each plane, they are in the planes subfolder)
- there are many more cfg/setup files in that folder... can keep it completely, might have to delete the video8.cfg if game cant launch with the vid settings in place tho
Sounds - if you use custom ones
Sights - as sounds
Skins - keep those if you want to avoid having to redownload all skins
films - if you have films in that folder that you want to keep
ahiiterr - contains all terrain files

My control settings are not coming over. In fact, I modify my throttle setting, save it, it works fine in AH II, but when I go back to the Aces High directory in program files, none of the files show a current date. My control settings must be stored somewhere else. Any ideas?

Eureka! I found the files. In Windows Vista, they're kept in the following directory on my C: drive:
users\(my login name)\AppData\Local\VirtualStore\Program Files\HTC\Aces High II. All my settings, maps, etc. are kept here.
