Title: Pentium 4 @ half speed.

Was asked to look @ sisters comp., found on post screen processor showing "pentium 4, 1.60ghz. the comp has a 3.2 P4 installed. Any ideas on why its showing processor at half speed?

either over heat ...and its throttling back . or its  had a bios crash and you just need to go into it and double check its settings ..

My pc reverts to a lower clocking every once and a while .. ill i have to do is open the bios ... then hit exit/save and it come right back to its OC settings.

Tried resetting BIOS, still the same. Temps running 50-53c. Was thinking MOBO issues, but not sure.

It's possible the motherboard just doesn't support anything faster than 1.6GB.. check to see if an updated BIOS is available...

Also check to see what windows reports as the speed... again this could be a bios problem but sometimes what shows on the boot up bios screen isn't always accurate.

What kind of computer is this?  Store bought (such as a HP or Dell) or is it a custom?

Resetting the bios? But did you try to manually set the FSB and multiplier?
