Title: Ordinance/Troop Down Time vs Fuel

I understand that when you pork a base of troops and ordinance, that the time they are down is dependent on a couple of things (ie status of factory or city, etc)  That isn't my question however, it realates to fuel:

Lets take a Vbase, and assume the owner team has full city and factories in this zone.  Lets also assume no ressuply efforts.

If you pork the vbase(anybase) of ord and troops, AND THEN PORK THE FUEL, does it make the ord and troops stay down longer?

Let me ask this a better way.

'Does killing the fuel on a base INCREASE the down time of ord or troops'

As far as I know the only way to keep a base down longest is to deny the supplies delivered and destroy the strategic factories.

Supplies can arrive by plane, train, boat and ground vehicles.

The strategic targets (factories) affect whichever type of factory it is (Fuel, ammo, radar, AAA, troops).

It does mean that if the base is being resupplied with M3s it will take more of them or take longer.
