what is a good program for making new skins?

Best one out there is photoshop, but I don't have that kind of money to buy it, and I don't want to spend hours Illegally downloading it. If you want one for free I forgot the name, but its logo is a fox.

Gimp is free. THere are other open-source editing programs as well. Paintshop Pro offers a free trial as well.

I heard that GIMP no longer supports layers.... hearsay though. Need to check on your own.

It did last night when I used it... :) . I've got version 2.3. There is a new version coming out, but I can't see why they would do that. Then it would be nothing more than a hopped up version of MS Paint.
