Apparently, they were obeying the law as they usually do. It seems the criminal shooter wasn't concerned with the law in this case.

Concealed carry is legal in Utah, but is illegal in places where signs posted declare that weapons are not allowed (such as the mall). That implies people who cared enough to go thru a legal process to carry their arms also complied with laws in areas where carrying is not permitted. The results speak for themselves. You asked a question, I answered. If my answer is unsatisfactory then am I to assume your question was rhetorical?

Well I didn't understood your previous answer and I thought erroneously  concealed weapon where legal in the USA
