MS is not producing a fix for the new dates at which DST takes effect for Windows 2000.
If your still using 2000 and would like a remedy for this PM me, and I will send you a couple of scripts I made and used to update the Timezones and dates on our domain.

The guys at IntelliAdmin.com have also taken the Microsoft KB article that has all the registry edits for Win2000, and wrapped them into an easy-to-use-and-deploy executable.

If I only had to deal with one or two Win2k boxes, I would.
I had to update about 20, with some over at client sites I don't necessarily want to drive to for just this. Instead, i could email the utility to somone over there, have them double-click it, and then that was it.

Had the same problem.
Just follwed the directions to create the 3 files needed, zipped them up and emailed them out.
For the domain I distrubuted it using a GPO.
