How do you take an image and only select a certain "layer" from it.
IE I want to take a foreground image and use it in a different picture

is it already in layers?
Just select that layer and copy/paste into a new document.
If not you may have to extract it from whatever it is layered on top of.

I use PSP but the programs are similar;
I would use the selection tool and take a cut out of the part of the image I wanted, clean it up a little, copy paste it as a new layer onto the image I wanted to use it with and then soften and blur it into the image. Merge the layers and it's good to go.

It's pretty easy and there are several ways to do it.
Have both images open
Select the image you want to copy from
Make sure the layer is selected in the layers box
Hit Ctrl A
goto EDIT and then click COPY
THen open up the new image and goto EDIT and click PASTE
OR
you can have both images open and just drag and drop

Looks like under the layers window it is all just one layer, not separated. I'll try PSP and see if that is any easier.
Photoshop is too advanced for me :cry

Even the +-1000 page instruction is too much for new users to grasp.
Take a Photoshop course in your local community college. It's worth it:aok

Yup I took a Photoshop and an Illustrator course.....definatly well worth it.

Or you can just dive in and have fun with it. My friends and I learned Photoshop pretty quickly as we cut our friend's heads into different pictures.
The art is getting it to blend.
We have enough experience that I went and started to do architectural renderings freehand in Photoshop. If I had another week or so to finish it, it would have looked amazing.

You can do a lot in MS Paint. Its labor intensive but is easy to learn. Here’s a page that shoots for a similar effect that explains how to layer in Paint:

after using photoshop since 2.0 I can't seem to use paint at all.

Meatwad.
Open up the file. go to Filter > Extract
mark round the edge you want to keep, fill the inside of the picture, tidy up the edges and voila.
it is easy.
