Title: rest field count

Hi all. My question is after i have built my map and did everything to it.
I fly off line and see if there is any bugs. When i go to setup area for guns and everything you want to change. when i change restfield count to all my fields it still only takes 1 base to win the war. Is there a bug? Or am i forgetting some thing?
