It would be nice if the auto-ack at the CV had a little bit of intelligence built into it that would prioritize targets and/or shoot at multiple targets. It is kind of silly to watch every gun at the fleet open up at some low fighter when the bombers are on their way in.
2 and 4 engine bombers really should be the priority targets for the 5" guns at all times, and I don't think it would be a bad idea to have the puffy ack accuracy vary by altitude, and have the puffy ack concentrate on bombers as well.

I would also like to see having them increase their accuracy over time somewhat. So when an AC loiters inside the flak umbrella, it should tighten up more and more around the AC the longer it stays.

Puffy ack doesn't NEED to be any more accurate. That chit's laser-guided as it is. :p

I was talking about the AI controlled, 500x500x500m yds flak screen we have now, not the player controlled ones. Doesnt seem to be effective at all to me.

Puffy ack needs a full remodeling.
Instead of the explosion box always appearing with the selected target centered in it, balistics should be included. This means that the shells take time to fly up to 20k, 4 miles away and would have to extrapulate target position - same as the acks do. If the target turns, they will miss. This means that puffy ack is less effective vs. manuvering fighters and more effective vs. stright and level buffs on a bomb run.
Improving the AI to prioritize targets is a good idea. puffy ack is made to target high alt bombers. having it locked on some fighter in a dogfight at 4k is not what's it was made for.
