HTC,
Can you please update the help file sections explaing how the strat system works? This, along with the strategic targets grid that show target downtime and such?
It seems that a lot of that info is inaccurate.

Not sure how up to date it actually is, but from the Main Menu, go to HELP, then look down to GAME PLAY then under than read everything under STRATEGIC TARGETS.
What I think you are getting at is the downtime listed, and how long things actually stay down. You have to take into consideration the drone convoy resupplies, as well as player resupply runs.
Cities resupply HQ and strat factories, and other cities on large maps, IIRC.
Strat factories resupply Field, Base, and Port strats.
A City has a down time of 3 hours, but...
Each drop of convoy or train supplies on damaged city targets reduces the 3 hour downtime by 30 minutes. Each drop of player supplies reduces the downtime by 15 minutes.
Those convoys spawn every 10-15 minutes along their routes. If the supplier is damaged below 50%, then...
only one out of every six train cars or convoy trucks will carry supplies.
If the supplier for a strat, city, or HQ is above 50%, for every 10 to 15 minutes that go by, 30 minutes is knocked off the clock on down time. You do the math.
AFAIK, these numbers have not been changed in the game. On the large maps, with many zones and fewer field barracks for player resupplies, it was sometimes possible to run strategic warfare against enemy countries with some effort.
With small maps, the only time strategic attacks tend to happen is when the enemy holds bases close to another's strat factories or cities. Barracks are not porked as often now at airfields, since there are more of them (still happens at V-bases and ports).

Can you explain the CV respawn as it is described in the help file?

I don’t understand the Help. Let me use a City to illustrate my lack of understanding of the Help.
Trains that supply the City run every 10 minutes and are always fully loaded(?). The Help says the City will be down for 3 hours. I’m assuming that means a City that is completely down will take 3 hours before it is back to 100%, and for every train the percentage increases incrementally. If each train reduces the down time by 30 minutes, then it should only take six trains to get the City back to 100% (6 trains x 30 min reduction per train = 3 hours). With a train every 10 minutes, the City would only be down for an hour (1 train every 10 minutes = 6 trams per hour). Plus, the City only has an impact on the supply of factories if the City is below 50%. If the percentage increases incrementally with each train, then it should only take three trains to get the City back to 50%. Once the City is at 50% or above, it would only take an hour or less to bring a factory back to 100% because they work the same as cities – 3 hours downtime, 30 minute reduction per train, and trains run every 10 minutes.
Well, these are the number when I do the math.
From what I know about the task groups: Sink any ship other than the carrier (the primary ship in a carrier task group), and it is gone for an hour. Sink the carrier, the whole task group respawns at its port of origin in 5 minutes. (But me thinks the timing is really based on when a truck convoy arrives at the port after that 5 minute downtime.) It would be interesting to know if running supplies to the port would reduce the other ship downtime.
Would like to see the Help files get an edit for those of us that enjoy the strategic elements of the game.

As far as I know, trains do not resupply the cities. The City does resupply the other strats via trains, but it is not resupplied by them. If you take down the city, it will stay down the full 3h.

Lusche is correct.
As far as player resupply to a ciy goes I tried that 3 years ago on these smaller maps and it didn't work. You actually get a small perk bonus ...less than 2.
As to player resupply of factories I have no idea. So in order to aid fact finding I'll bomb a city below 30% then a factory below 50 % and some poor soul can go resupply the factory.:D
As for CV respawn it's 10 min. 10 min no mater what the strat or ports like.
