Is there anything out there that can be used for project management that also allows me to assign tasks?
What I'm looking for is some that allows me to put together a project roadmap and the ability to assign task to individuals via a ticketing system. Any ideas?
Whats being used out there?

Yes there are products with this functionality. What size is the organization and what is the budget?

Was thinking Trac but no experience with it.

Sorry, a little below my level on the ITSM food chain. Trac is probably the closest of the open-source offerings to meeting your requirements. There are vendor offerings in the ITSM space that definitely have what you're looking for but at a fairly steep cost (both software and services).

What would I be thinking if I had a budget?

Hard to estimate when using either open-source or lower end products. I do enterprise level implementations using very high end vendor products that typically range from 80K-250K. On the lower end you may be able to implement something useful from 10K-20K. Check out Autotask or JobTraQ.
