Cloud Editor Help!

I don't know how to make clouds for my map. I don't even know how the cloud editor works. I can't move the letters and stuff. I want alot of clouds in my map but spread out...how?

I've tried messing with clouds before, yet I never understood it either. The layers I made were always frame killers so I stopped trying.
