ok, this used to happen once in a while and since nothing seemed changed I didnt worry about it, but the past few weeks, especially after about 10pm pacific, I cant play for ten minutes before this message comes up, and the past few days it is almost always followed by a disconnect.
Two questions:
Is it the fault of my ISP or what?
Why is this only happening later in the evening, usually past 10 pm pacific, when I enjoy my playing the most?
HTC, this will be a game stopper if it continues much longer. Please offer some sort of idea or suggestion to help me address this.

Whats the deal here?

google search for ping plotter. Its a free software program used to test ping to servers. Install it, then type in the address for the HTC servers 206.16.60.38 and 206.16.60.39 and run a ping. It will tell you you ping time to the servers, and if your loosing any packets, and at which hop.
Post a copy here, or send Skuzzy an email with it asking him nice if he could take a look and advise you on were to go next.

Will do this evening when I get home. The interesting thing is that this condition presents itself only in the later evening/early morning. Thats when it used to be the best connection.

I have been using pingplotter to keep an eye on my conx and havent seen that on any hops before tonight!
Tonight I noticed alot of warping and looked at the net status on map and saw it was all over the place......so I go and check pingplotter and there it is, in seattle, 3 hops on a LEVEL3!

Level3 is a Tier 1 backbone. Until recently, they did a pretty decent job of managing their network. Recently they seem to have been offering really low price connectivity to very high bandwidth customers like all the cable companies.
They have oversold their network by a huge margin. I suspect they are priming themselves for a buyout.
Anyone going through that network is going to have issues with packet loss and wide variances.
