what does a sawtooth pattern at the baseline mean

A sawtooth in the 'Variance' line (upper) normally indicates the CPU is being taken away from the game to do other things.  This can be caused by background programs running periodically, or pings or other external network activity directed at your computer.

There are other things, but those two are probably the most prominent causes of variance shifts.

turn off T&L and it will show up.

I don't believe i have an option for transform & lighting. (intel 915gm/gms,910gml, express chipset -- it says), or any other real options other than resolution on this cheaparse dell laptop. I think I just need something better at this point.

I've had variance problems with windows vista and aero glass activated.

Sure you will.  Aero is an enormous resource drain.  You would need around 4GB of RAM to play the game with Aero enabled.  3GB minimum.

And the game will still not play smoothly.  Even with Aero disabled, the 'Variance' is still going to be terrible with Vista.
