How do you make them?

EDIT: And make them animated

Adobe ImageReady is useful for making animated .gif avatars.
You can import a video clip, it converts it to a set series of images, which you can edit, remove and re-order.
You can remove every second frame, for example to make the image smaller in data size so that it loads promptly in forums.

Oh, I have absolutely no idea.
I got it with Photoshop 7 wayyyyyy back.... 4 years ago or something.
I never bought it, I'm sure you can download it now, as PS7 is well and truly out of date.
