Outlook is an orifice application.  Not sure you can even get it without buying the rest of the suite anymore.

Go to add/remove programs in control panel. In the left pane select add/remove windows components. That's where you can add Outlook Express if it wasn't added during the original os install. You may need your XP install cd if it isn't an oem installation.

Outlook express is a 1/2 breed of Outlook made for the Home user.  It has what a homeuser would use, not a business.  It still works quite fine as a email program.

Outlook only comes with Microsoft Office (97, xp, 200, 2003, 2007, etc).

There is a "light" version of Outlook called Outlook Express that comes with Windows XP.  You should be able to configure it by opening up the Control Panel and doubleclicking the "mail" icon.

Of course if you're just after mail I'd go with Thunderbird.  Much, much better than Express, and the only reason I use Outlook for work is the need to talk nice with a sExchange server.

In THAT case you're going to need your Office disks.  For whatever reason it didn't get loaded, which indicates a custom install since it goes on in the default mode.
