A few S. American countries have a cheap & effective anti-gang campaign: Kill or jail them on sight, harass their families.. some good old payback for being a gang member puke.
It's working so well illegal alien gang members are now arguing that deporting them would result in their death, boo hoo, and US judges are letting them stay.. probably giving them a hug. The fact they're career criminals who've been in and out of jail, eh... not a big deal, they need hugs too.
Hopefully they'll all be sent back and summarily fed a cold plate of home cooked payback, China style... lot of them are turning up bound with a hole in their head. Works for me.

If the Senate version of immigration 'reform' goes thru, illegal alien gang members will be allowed to stay permanently just like all the others, as long as they sign a form promising to renounce their 'gang' behavior

The irony is that this pile of vomits worthless existence is probably in just as much danger here in LA, as rival gang members routinely kill each other here too.
This little puke used to live in my neighborhood, he and his homies are the most vile form of human waste.. IMO not even worth the Guatemalan AK-47 round that I so hope passes through his head one day. I wonder how Judge "Hug a criminal" would like living next to these darwin-roaches.
"the message" today is : sneak in, act like a jerkoff and show no regard for US laws.. but be sure to get lots of gang tattoos so they won't kick you out. No tattoos?, no problem.. amnesty is around the corner anyway.
I'm thinking of starting an extreme vacation safari; for a nominal fee we trek through Guatemala in a hummer with a mounted M60 drinking beer, smoking adult tobacco and hunting with impunity tattooed ghetto-elk released into the wild . Once bagged, the ghetto-elks head will be mounted on a lovely maple finished trophy plaque suitable for wall mounted display, for $10 the elk will be skinned and his "rack of tatts" fashioned into a lamp shade or welcome mat. Think that kid who shot hogzilla was cool?, be the 1st on your block to nail "little puppet-zilla" and ensure the only way he gets back to the US.. is stuffed & mounted.

In the US Senate chitter would be my first guess , with Bush and the rest of" The masters of The Universe" waiting for the green light to flush them and all common sense down the sewer pipes !
