Title: Looking for a programe

I used to use photoplus, but now ive got a new computer, and cannot seem to get it to install properly. So, are there any other programes out there that are capable of making animated GIFs, and are FREE? I CANNOT afford photoshop. Its not that I dont WANT to pay for a programe, I CANNOT.
