I like it without banners.

For 1, it's easier to scan text for bad words/langauge, but not pixels.

For 2, judging by how most folks abuse the "5 lines" rule (I've seen folks post 1 line and then have 10-12 lines in their sig!), it would take up 3x the screen, forcing you to scroll sideways, which is a cardinal sin for webpages.

For 3, aesthetically, I like the text-only approach. My $0.02

They should introduce it, but limit the size like they do avatars.  The sig should have an option for text or image only (no combination of the two), and limited to 100kb and 468 x 60 pixels or something.
