Playing devils advocate here.

On the other side of the coin. Does the educational institution allow atheists to teach Christian studies or do they limit it to recognized Christian theologians? If they do limit it to avowed Christian theologians then they have to do the same for the muslims, or drop all classes regarding religion from the curriculum to provide equality.

Or they are trying to have locals learn what they can on the religion rather then importing there religious leaders and experts from the middle east in the future.

Could be a way of stopping radicals from teaching and preaching  in Britons mosques.

This makes me think that there goal is to replace imported Islamic jobs/religious leaders with local ones.  It may take time,  but hopefully this would stop or slow radical Islam from spreading

Funny I took it to mean they would be either importing them, due to lack of "qualified" folks already on staff, and or limiting the positions only to religiously "qualified" folks.
