Whom ever the allied plan was sent to for the JV44 Butcherbirds has failed to send them out. Who do I need to get in touch with to get our orders..?

Wolf359 and I have been exchanging PM's I did give him JV44s Mission Assignment.

I did email the plans to ToadFlak who is listed in the FSO as the contact point for JV44 but there has been no response and maybe that is because that player isn't in your current AH Roster from what I could tell from the Hi-Tech website.

Maybe the CMs can add a more current contact or contacts for your group.

If JV44 still needs a copy PM me.

There are 3 slots per squad in FSO that can get emails.  It's up to the squads to manage that.  The tools are there, people just have to use them.
