I would kill to have this.
I am going to rework my main arena terrain as it has too many gv bases but I want a moving front.
the current setup needs the old strat system that did not have zones.
the zone system without automatic resupply so heavily favors the defenders that it literally makes the strat system irrelevant.
if the system was changed so that the individual maps could select zones on or off so that all country bases would be tied to all strat facilities it would make the game less stagnant as the attacking countries captured bases under the current system stay down 2 hours and the defenders bases are down for 30 minutes without strat hits.
we have eny that effectively balances sides. 2 front victory for successful win of the war.
the fronts are so stagnant and predictable that every map is always a fight at the same three bases.
the other problems with strat and the old massive bomber runs that were so common in the MA is that like I stated above the strat system does not affect captured bases at all. the me163s should be heavily perked higher than the 262. this is a plane that should not be seen every time a buff goes anywhere near the base that has them enabled for an ultra cheap price. it is simply so powerful that a sinlge 163 can fly for 3 minutes get to 30k and destroy 4-6 bombers with such ease that it has effectively eliminated bomber runs to areas where 163s are available.
combine the me163 with the HQ resupply rebuild and you have removed all incentives for organized buff raids on cities HQ and everything else.
what I am saying is I want the old system available to use on my new map and possibly implemented on other small maps as an on off arena setup toggle.
zones: on/off (off sets all strat and all bases to old style and all bases affected by all strat owned by country) however a twist on this would be that the zones of big maps where multiple zones exist could be captured and added to the total strat of the country that captured the main base they are tied to.
HQ resupply: on/off
me163: 300+ perk price please.

Can all the bases be capturable or do you have to have two or three that are to remain uncapturable?
I like this idea though, makes things more interesting then the boring same ol' same ol'

A new requirement for MA terrains is to have two uncapturable fields next to the HQ, one with the Me-163.

Why not just put the entire country under one zone? That effectively does what you're looking for.
Also, I do believe strat still affects resupply like it use to but on many maps the only reason strat/HQs come up so fast is because there are GVs resupplying it. Hence, nullifying the bomb run. Don't put GV spawns to resupply strat and it's back to waiting for automatic supply or C47 supply.

I just re-read your post.
I believe the reasoning for captured bases taking longer to re-supply is that it would take longer for the capturing country to get supplies to a distant base. The solution is to run supplies by M3 or C47. I've seen this done many times and the base is up within 15 minutes or less.
With mulitple zones, capture the zone base and your resupply time is down to the normal 30 minutes.

The problem, as I'm sure you know, is fitting more than three zones worth of factories into a small map.
