Once you get onto the internet, select tools from your top bar. Then internet options, find the tabs settings.  Once you get there, it is probably selected as 'always open pop ups in a new tab.'  Just switch that to 'always open pop ups in a new window.'  See if that works.

Ah ha TY. Block Pop-ups wasn't check for some reason.
