I'm not really a buff driver, but I do feel that the current bombing method gives too much to heavy/medium buffs and too little to the light/dive bombers.
Heres what I think:
1. First off the level buffs should only be able to bomb "level". Start a counter (bombardier view?) when vertical speed reduces below 200ft/min. 30 secs later bomb release is enabled. This requires the level bomber to be "level" before the actual release point. ADDED BONUS: Will stop the mindless dive bombing B17s/B24s/Lancs.
2. Enable formations on the dive bombers. We already have the basic tools. In formations now the drones line up when you drop gear. In the dive bombers, the formation should automatically switch between cruise and dive. When V/S is within 1000ft/min, bombers maintain cruise formation and the current limits of distance and maneuverability apply. When v/s exceeds 1000fpm, the formation lines up and allows the drones to follow the lead and bomb "approximately" the same spot. In this mode, the limits for formation distance and displacement rates are a bit "relaxed". Still this doesn't allow you to go dogfighting in a formation of IL2s:). I believe formations would really help with defense on these aircraft and they really need it. Torping today in a TBM, is virtually a vulch fest, even with a fighter escort.
3. I hear GVers say bah this will kill us all. To that I answer enable formations in GVs too. Vehicles in RL don't "lone wolf" about. They travel in convoys. Same here. One can up a formation of tanks. When moving the tanks follow in a straight line. When stopped, the drones assume the "V" formation. The main drones guns follow the leaders guns. Or if a gunner in on board, he commands both drones. This allows a "formation" to attack and watch for enemy GVs simultaneously. It also adds more targets for the attack aircraft like JU87s and Il2s to be put to better use.

Along with the counter, there should be a speed counter also. I don't know what speeds buffs bombed at in real life, but I don't think it was full throttle. Don't allow the bombsite to open up until they are at the right speed or lower.

The best way to stop jabboing buffs is to only allow bombs to be dropped from the bombardier's position. It auto-levels the plane so would make it VERY difficult to dive-bomb with Lancasters that way. The other way, would be to institute a max dive angle for release.

I've asked for formations on Dive Bombers in the past.
Why up a TBM or SBD when the D-hog carries more punch?

IRL 4 engine bombers did "dive bomb" and skip bomb. Those are the simple realities...
The allied breakout from the hedgerow country in france (operation cobra) was spearheaded by "dive bombing" lancs. The buffs blew a corridor something like a mile wide and 4-5 miles deep....literally obliterating entire german armored units. In that instance the german ground forces were considered a strategic target...
The real issue is that under normal circumstances 4 engine bombers were not used in tactical role.

If I recall correctly, to have a chance of sinking a ship you needed some sort of armor penetrating bomb. Only allow such bombs on bombers that carried them in the war. Or have a special class of naval bombs that does normal damage to naval targets where other bombs are reduced in power.

All bombs had som ability to penetrate. The delay in fusing allowed this more then anything else. For very heavily armored ships (basically battleships) a more hardened nose was used. The Japanese actually used modified naval munitions (16 in shells I think) as aerial bombs in the attack on Pearl Harbor...

Anyone notice bout what he said bout GV's? I think its a bad idea, the hedges would make hell, buildings, trees all kill that idea. 1 is good enough for me, maybe learn how to survive with 1 life.

You are confusing the term "dive bombing" with "carpet bombing." No 4 engine bombers were used as "dive bombers" during Cobra.
