Title: can't contol CV

Early war. Island map.

I was unable to set a new course for fleet 31. No one was in command. It would not accept course changes. I would not let me take command.  We owned port 32.

This has happened before when I've tried to turn a CV due to incoming buffs.  Very frustrating.

If you log in after someone has taken command, it will show as though no one is in command. If they never leave command, no one's name will show forever. If you don't have a lower rank than them, you cannot take the CV.

Yes.

And I don't know if it's the same or another incident:
Earlier this day the rooks couldn't control their CV in EW because a individual of a Bish squad went rook & took control of that CV. As I switched sides to help them regain control, I didn't see anyone in control - but the rooks that had been on before could.
