Frame three, are 5 inch guns mannable?

and do the axis get to place the ships at the start.

With ship-hardness doubled and only torps available, I sure hope not.

so only torps on ships no bombs?

No and no.  B-25C's are available for the Allies, and obviously bombs are available for them.
