extremely suprised. Not to generalize or knock boots, but when I was in high school/college and had friends working for the town/state doing highway clean up, most of the time they talked about how the crew be smoking and even drinking during work.

It was "ditch weed". Going back in time a bit they asked farmers to grow it in order to make rope for the war effort. To this day Indiana spends big bucks to find and eliminate ditch weed.
