If a post gets stickied it stays at the top of the forum and does not drop making it always visable.  Check out the custom sound forum and you will see many stickies there.

You could...if you could. ;) Only moderators and administrators can set sticky posts.

If you ever go to other web forums, you will likely find "Stickys".  It's a common term for what has been described here.
