From Fox 4 News tonight: "[The DCSO] has a new way to motivate patrol officers: gift cards . . . . Five $50 gift cards will be given out to the officer that makes the most DWI arrests . . . . "
Sheesh. The winner gets $50 based upon arrests, not convictions. So what does he care if his cases eventually get dismissed or thrown out, he has an incentive to make an arrest.
Fast forward to a year later. It's a weak case. A trial is going on. The jury wants to rely upon the officer's judgment when he decided to arrest the defendant after the field sobriety tests. The guy looked OK on tape but the officer had to have seen something to make the arrest, right? Or was it the motivation for $50? Even good officers are going to take a beating.

When a police dept starts to offer "cash" incentives for arrests then no good will be wrought.
If they were to apply it to convictions then maybe. I think there are probably many other aspects of the job that could warrant such a bonus. Public relations work, maintaining a neat and clean vehicle or uniform. Why apply it to arrests?

This year, [Nashville] Metro Police officers have made over 1,000 more drunken driving arrests than last year, the department reported Thursday.
Keeter said the department has been able to arrest more drunken drivers through a grant from the Governor’s Highway Safety Office, which he said has provided the department with nearly $1 million to pay for officer overtime.
Before the overtime funding became available, officers were completing their shifts at 3 a.m., the typical closing time of bars in the area.

Couldn't they have adjusted the shift years ago to start an hour later thus end an hour later???
I am not making light of DUI Drivers; they need to be stopped and cops and firefighters get paid too little.
But dumb is dumb; changing the shift at the same time as closing time for bars is way dumb.

What I'm sure most of you don't know is that even if you perform the field sobriety test flawlessly, blow a zero on the portable Breathalyzer, and haven't had a drink, the officer in question can arrest you for DUI. Also you can be considered 'under the influence' if you take a benydril and drive. It's all officer judgment. THAT is what makes it a terrible idea.

Bet it dosen't work.
An extra 50 bucks isn't enough to motivate an officer to get more drunks.
They should use the DPS method, get drunks or find yourself with a few extra night shifts.

I hate cops, HATE them---I'm a conservative, so you'd THINK I'd like them.... never had any grief with them when I was younger one way or the other, but now I'm 47, and all the cops in my area do squat except hassle law-abiding people as they try to carry out their lives. Lower my taxes and let me carry a fediddleing gun everywhere I go

Hating costs you in many ways. Cops are ordinary people doing an oftentimes thankless job. I too am irritated if I have to pay a fine for being late with my car's safety inspection while I know they look the other way as millions of illegals cost me tax dollars. Foolish to blame the cop though, they make neither the law nor even their own policies.

Wow, are you sure that number's right, Rich? That seems' like the number for all the southern' states combined. Unless you're counting all Federal, State, County and municipal agencies' physically inside the state, including the DoC, Probation, Juvenile services, Park Rangers...I.E., anyone wearing a badge of any kind...

I'll bet you live in a small town.
Most small town police become "traffic nazis". They have nothing better to do than hassle anyone breaking the smallest traffic infraction. So if you go 37 in a 35 be prepared for the ticket.
Edit: After you figure out their speed trap locations they start to fit the protect and serve criteria. Instead of the cite and harass.

Concho, I hate to say this, but the N.O.P.D. was a large part of the problem during Katrina. What with half of them walking off the job, or taking part in the looting themselves...

You are absolutely right about N.O.P.D., they were a large part of the problem.

I hear what you're saying there-During the R.K. riots' in '92, the L.A.P.D. All went and holed up in their Station houses' for a day or so, with most of L.A. left to themselves. But with Katrina, Alot of oaths' got forgotten. It wasn't just holing up; It brought the image that if there is ever a real disaster, Not only are you on your own, but the City has already armed half of the criminal element, and they are wearing badges.
If ever a major disaster strikes your city/town, and policemen come around, how are you going to meet them? After Katrina, Nobody trusts' the N.O.P.D. anymore. Does anyone here trust their local P.D.?

I was in Beaumont the day they re-opened it for the public after Rita.
We had 1000 out of 1500 uniformed Troops an untold ammount of U/C guys on station.
Execpt for a few isolated events things went off with out a hitch.
There are a lot of "city cops" who aren't qualified to write a speeding ticket muchless be around when things get a little hairy, but please don't lump us all into one lot.

Yah. Lived in Tampa for 20 years, where a dead body once prevented me from using an off-ramp....moved back to VA, more cops per capita than in a big city, but no crime to fight. Perhaps a bit in Roanoke, but certainly not out in the country

CC, I hear ya. It's just that bad press is like crap, It always floats' to the top.
The real debate of that whole thing, though, is that nothing should happen that causes' the bad press to begin with.

of course it wasn't a LEO who killed him. But it did take a concerted effort on the part of HPD, the Harris County Sheriff's office, the local constable and some rent-a-cops to bungle the investigation, and I'm naturally iunimpressed with the outcome.

No, the offer is being made as a competition to make as many DUI arrests as possible. As a result:
1. The offenders do not appear to need to be convicted, only arrested.
2, As a result of 1. then to win you would need to make as manny arrests as possible
3. All the additional arrests made in 2. would require ADDITIONAL paperwork and work in general for the officers.
Bottom line is they are being tempted to do a whole bunch of extra work....for $50.

Cops are used less and less for actual police work.
And more and more as armed gunmen demanding your money as a source of revenue collection.

Hmm, in Bermuda the leo's have to do paperwork on their own time? Over here they get paid to do that. we even pay them to appear in court if you can imagine.

More work for $50 is the bottom line here Shamus. I don't see why you have a hard time understanding that. Yes they will get paid to do the work but not any more than they already are. This incentive scheme is effectively asking cops to do more work for only a $50 incentive.

Well Curval I don't think that is the bottom line, you need to brush up on the concept of overtime.
