Title: Shore Battery Rebuild Time - Baltic

The West SB at A9 on the Baltic map rebuilt in less then 15 minutes.  Don't know what the time should be but this seemed very fast.

According to the chart, it is 15min down time and not attached to strat chain. It also cannot be player re-supplied.
