I cant find one for the life of me. I would like to not have to do panel lines pixel by pixel.

I'm not sure, it's been a while since I've used it.  But try this; click with the brush tool at one place, hold shift and then click in another spot, it works in PS.

Does it work in GIMP?

Do the tutorials on http://www.gimp.org.

Concentrate on the selections, layers, and paths tutorials.  Otherwise, you'll have a whole lot of trial and error going forward.
