I fixed the problem thanks to the search button and previous posts, but thought I would post this.
When I was adjusting some of the graphic settings I checked the "Optimize Objects" and "Optimize Terrain" to turn it on and my screen went to white with the windows error send report box. So I removed the "video8.cfg" and its back to normal, however I have not tried clicking those boxes again.
Skuzzy I do have the video8 file saved in another folder if you need me to send it to you.
