So, I signed 367th up today, feb,1,08 and was wondering if we are eligible to take part in tonights FSO or do we have to wait till the beginning of the next 3 frames?

Yes, you must wait until the next FSO.

It will start Feb 15th.

You can try to find a squad that will let you fly with them, but it's pretty close to go time.
