Well apparantly ive been having bad frame rate...... and i guss its cuz of my graphics card.
I have the:
Integrated ATE RADEON XPRESS 200
-PCI expresss slot
so what would be a good thing to replace thats cheap (50-150$$) hopefully cheapest.

Well onboard video is the absolute worst you can do. So the skies are only clearer from here (that is if you upgrade to a video card). $50 won't really bring you much of an improvement. $100, probably yes.
For $70, the ATI 2600 Pro is probably your best bet.
For $100, either the Nvidia 8600GT or the ATI 2600XT
The +$30 is going to give you maybe 10-15 FPS on fairly low resolutions.
Do you know what kind of processor you have?

Don't get an 8600. Get a 7600GT instead. Skip 8000 series until you go full tilt for 8800s (and you don't know if your computer can handle that, I bet).

I have an AMD 64 Athlon processor

Do you know how fast that Athlon is? Like is it a 3600? 4000? 5400? etc?
If you right click on 'My Computer' on the desktop and go to 'Properties,' it will tell you host fast your processor is.
