San Francisco, California now does. And they are sifting through everyone's garbage to find folks who are not being green.
Expect heavy fines to follow shortly.

Before TxDad retired we lived on post & they had garbage police.

They are also hoping to monitor the sewage to figure out just how many people are using narcotics as opposed to taking surveys which obviously won't be as accureate. You can read about it in this month's edition of Popular Mechanics.

Minus a genetics test and testing at every sewer inflow, this doesn't mean much.

That isn't true, they can check to see how much of a substance is in any kind of water. For a while there, they were recommending to hospitals to not 'flush' thyroid replacement medications as they were found to be in the water supply at the treatment center in small amounts.

I noticed in the clip that both the recycling bin and the garbage bin were taken to the same truck. If they are both being dumped in the same truck together, WTF is the problem in having it mixed in the can? IIRC on a previous episode of Dirty Jobs, the trash in the frisco collection center was all co mingled in the trucks then separated at the collection center.
Obviously frisco has more money than they need to operate their services if they are going to start sifting garbage bins.

Kind of Ironic, isn't it?
You sit in rush hour, with half a million other one passenger cars, suv's, hummers etc...and worry about if your garbage is green.
Then you enact laws that state that you can only have two bags of garbage a week...then complain about illegal dumping in rural areas.
Then there's the arguement about incineration. Good lord! how bad will that be for the environment? Then freak out about brown outs because the electrical grid is overloaded.
You see, the main problem is that politicians,( I don't call them leaders, because they aren't.... ) enact laws in regards to what the polls say is the soup du jour.
Business by knee jerk reaction in order to keep there perk filed jobs the next time the election rolls around....
The garbage problem is easy to fix.......somewhere close by to all of us is an abandoned stripmine. Take all the garbage there. Use the economics of scale to create a garbage recylcling, reclaming / refining and incinerating centre.
Collection costs will immediately be cut in half...there will be no more recycling trucks picking up crap.
Scrubbers on the incinerators will take care of air pollution..use the heat to generate electricity.
As for the environmental impact of the dump site? Well, you've already scrapped out a couple of billion tonnes of earth to put the strip mine there....what other damage could you do?

Actually, that's not the aim at all(to single out individuals). It's more to get a more accurate reading of drug usage in particular cities(everyone has to pee even the druggies). The article talked about political reasons not to allow the testing such as some cities not wanting to be known as a "Drug Capital" due to a sewage testing. There are some skeptics over the validity of the testing, but it seems pretty cut and dry to me. I would post a link, but the article doesn't seem to be online.
EDIT: Sorry the magazine is actually Popular Science.

Actually you can go a step further. Landfills that are full will start to leak methan as items decompose. Instead of just burning it or letting it leak into the atmosphere you can use it to generate even more electricity.

we were just mandated to have a recycle trash can at our expense... the first 500 who called could "opt out"..
I was fortunate enough to beat the rush and get on the list of those who will not be getting the big blue tote. I was called by several people to convince me to go along with the program.. it was sickening.

I've known about this scam almost from the beginning and I have put the appropriate amount of effort into the requirement. I didn't know that aluminum was an exception though. I'll probably start doing "my part" in that area.
A real (partial) cure to garbage is reduced packaging, much of which often only serves a marketing purpose. Good idea but there is a lobby against this solution, not one for it like you have with recycling :)

If is such a problem then quit putting crap in the plastic bubble wrap that is almost impossible to get open without a trench knife.
All the hippies need to stop buying bottled water in plastic bottles.
