Excuse my ignorance, but what does this mean?  :noid

That now the barrel can be put at an angle lower than 0° again.
To shoot at field guns, for example.

Or if you flip it while going downhill and you bury the turret into the ground, it'll self clean.  Just cover your ears.

It means that they WhirbleWind and the Osti just broke up, and now the Osti is in depression over it.

Since the WW showed up, Osty has been missing his LTARs.
