CIMAVAX-EGF, a therapeutic lung cancer vaccine was developed and declared to be ready for commercial usage.
A great achievement for a country that is sieged for 50 years. Development started in 1992, when Soviet aid ended for obvious reasons.
Can anyone guess a country?

If it is in fact a vaccine, vaccine's don't prolong suffering, they prevent it.

It is not prophylactic vaccine, but therapeutic vaccine. CIMAVAX-EGF is used in addition to chemo treatment in terminally ill patients and prolongs their lives in average of about 5-6 months.
The way it works is no different to other therapeutic vaccines, it provokes immune system to fight harder.
Therapeutic vaccines have potential though in that they may lead to discovery of drugs which could actually cure some of the deadly diseases, like cancers, allergies, Alzheimer, AIDS, etc...

40+ years they were under seige by Castro. Who accounted for the other 8 or so?
