Here is a picture of what I see ingame when moving..Can anyone explain to me possibly what the problem is??? It is very irritating..especially when ALL the buildings in town are doing this.It seems that when I get closer to them it calms down a bit...

As far as 'jaggies' go, we cannot do anything about that in the game. You can dink around with the anti-aliasing settings and possibly the mipmap settings in the driver control panel.
The texture stuff is also something we have no control over. Again, the mipmapping and various texture options in the NVidia settings are the only way to imprive that.
Also note, if you are running an LCD panel and do not have the game set to run the native resolution of the LCD monitor, the game is not going to look well at all. 'jaggies' will be prevalent due to the quirks of LCD panes trying to fudge the different resolutions.
