Title: New Skins with map rotation

Skuzzy everytime I log into a server and there is a new map I get the same skins downloading that I just downloaded from a different map. I asked a few people and they are getting the same thing. Is this something we have done or has something else changed?

Skins and terrains have no relationship.  There were many updated skins in this release.
