I have noticed the country rotations on recent victory resets have not, in my humble opinion, promoted good game play. The problem has been that on the last two resets I witnessed, the losing country did not rotate. The two "non-losing" countries simply switched places. The problem with the scenario is that the losing country, which was overrun at the time of the reset, starts the next war infested with any bombers, fighters and troops. This means the next war starts with what is probably the weakest country at that point in time having a big disadvantage, with a high likelihood of immediately losing basis near their headquarters. I would suggest, it would be much more equitable in terms of game play, to move the winning country to where the losing country was, move the losing country to where the third country was and move the third country to where the winning country was. This accomplishs two things. On a reset, every country gets to move to a new part of the map and the invading forces of the winning country end up over friendly territory (not disadvantaging either of the other two countries.)

This would be good.
Another idea:
Have all flights immediately end and each pilot returned to one of the nearest friendly tower.
Any kills, assists, points whatever awarded as if they were landed.

I agree that all countries should be moved to a new position.
As you've mentioned, it's not uncommon for the losing country to get stuck right where it was already. I can also recall seeing the dominant country staying in place after a reset.
