He was practicing touch and goes. Ive seen C-130s do it also. Correct me if Im wrong, been a long time, but thats how C-130s/17s deliver combat sleds of cargo. They touch and go releasing the sled on a chute. I think its called CDS for container delivery system.
This guys airspeed was way to high for him to actually be considering a landing. Cool footage however.

We called it LAPES when I was dodging the damn things. Literally.
