The reality is that he's 100% correct as far as he goes. True military power no longer lies in nuclear or even traditional large unit organizations.
The modern realities of combat put the focus on smaller more mobile capabilities and the ability to project force in unconventional ways. Vietnam, Afghanistan, Iraq and a host of other actions highlight the inability of an aggressor to maintain control against a motivated indigenous population. So the real underlying issue is the willingness and ability to project force as a true deterrent, not a prelude to invasion, occupation or "re-education".
What would the end result have been if the US had simply bombed Iraq literally to the stone-age. Destroyed every power station, transit hub, industrial complex and university. No help, no rebuilding, no humanitarian aid....just rubble and camels left over...with the clear warning that multiple nuclear weapons were additionally targeted and any further attack would result in the eradication of the people/state of Iraq.
However there is a deeper issue at hand, that is the fundamental nature of the ongoing conflict, which is not geopolitical in nature. The traditional war of the nation-state has been replaced by a religious one. Only those with a real understanding of the schism in Islamic religion have a grasp of the realties. Underneath everything the greatest threats are the two sects focused on the 9th sura of the Koran. The Wasabi sect is the more powerful of the two and actually makes Saudi Arabia the largest threat and most hard core enemy of the west. In the end all things terrorist can be traced back to Saudi Arabia in some fashion.
Given the huge amount of untraced funds and sudden rise to power its not unreasonable to question the true motives, patriotism and agenda of the current democratic candidate for president.

Get rid of nuke research, including development of systems to replace existing but aging nuke arsenal.
Work with Russia to eliminate nukes as a deterrent against attack by taking them all off alert.
Reduce and/or eliminate entire nuke arsenal.
Get rid of all missile defense (he says “unproven” missile defense, but it’s ALL unproven until you test it, and see the next note)
Stop or slow ALL defense programs and future combat systems.
Eliminate the Quadrennial Defense Review as a process for determining defense spending priorities.
The most disturbing part I think is that he says the QDR will not be used as an “excuse” to spend money on defense, basically meaning he plans on running military planning, ops, procurement, etc. “off the cuff” without any forethought, plan, or strategic concept to determine requirements. He’s gonna wing it, and his first step is to eliminate anything that is unproven and slow down or cut spending on everything else, while simultaneously eliminating our best deterrent against attack.

correct me if im wrong but, regarding our nuclear weapons, we havent created any "new" ones. we have only kept our current ones updated with the latest equipment and systems. We havent really done much in regards to developing NEW more powerful fissional bombs. IIRC this is due to existing treaty's. Sooo on that front he is setting the stage to take credit for the work of others.
Next thing ya know he will say that IF elected president he will put a stop to all above and below ground nuclear testing thereby protecting our environment! :O

Maybe you did not know this, but overall, every President since Reagan has followed the basic plan to decomission our (America's) nuclear arsenal, not to mention our chemical and biological arsenal (which has been actually destroyed and not just decomissioned).
So, what Obama is saying is almost exactly what the past 3 presidents have said (Bush Jr. did start-up a new nuclear program in 2003, under the guise of helping the war on terror, but they have been unable to accomplish anything of importance outside of the negative factor of forcing Russia to revamp their program). There used to be around 65-70,000 warheads, now there are only 20,000, so literally every country that posses a significant stockpile has helped in the decomission process. (That being said, since Russia is not an actual enemy anymore, it has been statistically shown that as few as 200 nuclear weapons are all that is needed to act as a deterent against significant foreign threats, the only reason we still have so many nuclear boms is because Russia has taken significantly longer to decomission their arsenal.)
As to the comments of the QDR; the system needs drastic reform, specifically due to the fact that a majority of the review is structured to deliver a response to a threat the size of Russia, not the size of Iraq (the QDR literally is stuck in the Cold War). So, an oversight committee is needed to cut out large sections of the review, and save the taxpayers upwards of a 100 Billion dollars (that figure is probably exaggerated by about 50 Billion).
That being said, Rumsfeld, in his original 2001 QDR, proposed almost every single thing that Obama has proposed, but due to 9/11 he drastically changed his response, instead foolishly keeping the old system in place, when it needed drastic change, and not budgeting sufficiently for new technology or innovatioin, and then in 2006, he blew it again (raping the budget this time) and simply let the commisioned officers at the Pentagon waste money on equipment that was un-needed for the current style of warfare (why do we need more F-22s, new nuclear-subs, and a new aircraft carrier, let alone dozens of other expensive yet fundamentally useless pieces of equipment in the "war on terror").
