Take a look at that MSI p45 board. It's impressive and has good ratings on newegg.

Question.
Are you saying the power company gave you $800?
Why?
And how did you manage that?
-
Also. As far as the build is concerned.
Are there any items from your old machine you are planning on using?
Hard drive,
CD optical drive,
Sound card.
Case, Etc?
Obviously the more of those you are using. the more money you have to blow on other components
So a list of those would be helpful.
And dont forget to include the operating system in that equation.
For XP SP2 its gonna run you about $135.
So if $800 is a hard limit
That brings your total funding for parts down to $665

No they gave me 7k . The neutral ground at power pole was broke by branches . Burned every thing electrical in the house out . Was also severely shocked when I went to turn off power at breakers .

Goin to use hard drive , dvd burner , cd rom , mouse , kb . Could use the case too .

Are you sure they didn't get fried? Or were they on a surge protector?
If they were on a surge protector, and the surge protector came from Belkin, you can get some more money to help replace the fried parts.

These weren't fried .
