AT&T Inc. will test a system to limit how much information users can upload or download in a month.
The Dallas telecommunications giant (NYSE: T) will first test the limits in Reno, Nev., according to news reports.
The limits are meant to control so-called “bandwidth hogs” who, though they are a mere 5 percent of AT&T’s users, nevertheless use up half the company’s data capacity.
AT&T, like other Internet service providers, is unsure how to best control such usage. It will put a 20 gigabyte per month limit in place at first for its lowest level of DSL service and see what happens. Users will have to pay extra if the go beyond the limit.

I don't know too many people who are bandwidth hogs that opt for the lowest/slowest speeds of internet. They're usually taking the higher end packages. Their slowest package is 768kbps download and 384kbps upload.
I might use 20-40gb a month on my 10mb down/1mb up connection.

Well that would be me. Good thing i am not living in that area, I would have to change companies.
I am not normaly in a hury, But i download a lot.
