At the minute people seem happy to ram collide or do anything to try and get perks. How about making it so that kills 2+ get more perk points? And reduce the perks given for kill 1?

What makes you so sure that they are going after perks?
People (including myself) did stupid things before perks were implemented as well.  I love suicide missions.  My perk points are building up faster than I wish to spend them in spite of myself.
