Im sure this topic has already been posted but plz hear me out ....
1. Place the v-1 at the uncapturable bases....
2. Perk it out like the 262
3 Make it obtainable only after the country u are in has gotten down to at least 47 percent
4 Have a limit on how many sector's it can go ..per se' 3 sectors
5 and have it available to the players with a score of 150 or lower, that way it would not be used by everyone.
Just a thought...

Usually to an idea like this I'd just say that it wouldn't be used enough to make it worthwhile, however given the way you've suggested it, as a type of 'last-resort' weapon, it actually seems like a decent idea.
However, I still think there are many other things which should be added before this.

Why so complicated? Buy them for 20 bomber perks each, click on the map in range for the weapon (similar to how you aim a long distance gun), push the button. If the CEP is set to, say, a couple miles you may (or more likely may not) hit something. Wash, rinse, repeat.
Ok, set some limits. Range 75 miles, speed 325. This shortens the range to match our tight maps and slows them down enough to let non-uber fighters play. Available at MED and LARGE airfields if ORD is up. Kill the ORD, kill the cruise missiles. 20 perks puts more people in Bombers to get the points to fire off a bird, that gives the fighters more buff to hunt. All we need now is something to bomb. What's not to like here?
They wouldn't have much bearing on the game, but someone with 1000 bomber perks might have some fun sending out 50 V1s at a base. The base defenders could have some fun trying to shoot down a V1 without getting blasted. More of a toy than anything, but it would be something on which to use bomber perks and a chance to hear "VAMPIRE VAMPIRE VAMPIRE" on the range channel...
...extra fighter perks for killing a V-1, of course... :D
