If it has the authenticity sticker it has the key on it. If it doesn't have the sticker it's not legit at all.

I guess if you were really on the cheap, you could shave $20 off and stick with 2gb of RAM.  But DDR2 is practically being given away.  I wouldn't buy a copy of Windows off of Ebay even if my life depended on it.  You're really not going to find 'deals' as every place is going to sell a legit full copy for the same price, or roughly.

Other than that 400W Rosewill PSU that's going to be mostly garbage, that system is fine.  Cheap PSU's are always a gamble.  I just got a computer off of Craigslist for free that a guy couldn't fix or didn't want to.  His Okia brand PSU (which was feather weight light) fried his motherboard, CPU, and RAM.  It came with a nice burnt smell with it.  I salvaged what I could.

That should work for a basic system.  Definitely not a gamer.

OEM means you dont get the retail packaging is all.  I would NOT buy an OS from ebay.  Lots of high quailty home made CDs that are not legit.

Thanks for the reply guys..I appreciate it very much..

Another question on the OS...I found this   http://www.newegg.com/Product/Product.aspx?Item=N82E16832116511  ITEM ON NEWEGG,and I am thinking it is all I need to put an OS on this computer..And it will have the KEY with it..??

Also,I do hope this is a decent computer and fast enough for a normal user..Is this build a good deal for the money??I told my friend I could build him one cheaper than he could buy.
