Title: Adjustable Task Force Formation Distance

It would be nice if CMs could adjust the distance (radial) from the CV at which the escorts form around the Carrier.  For the MA the current distance is fine.  But for some special events, it would be more realistic to spread the fleet out some and allow the AAA to be upped to a more realistic level without it becoming a complete bug zapper.  (Sorry TheBug)
