Does he live in an apartment building? because if not, it would be hard to hear him from the street right? That's ridiculous, i yell at my TV sometimes, I didn't know it was a finable crime.

I yell at my computer all the time.  Sounds like they need to add some ammendments to their constitution.  Errr...wait a sec.....
